Mr. Referee, known in Japanese as Mr. Uruchi (ミスターうるち), is a recurring character in Medabots.
Description[]
Mr. Referee appears in most Medabots media. He is an old man, with gray hair and moustache, and a thin face. He always wears a white short-sleeved shirt, a red bow tie, black pants and black shoes.
In the anime and original manga, he acts as the official referee for all Robattles in Riverview City and its surroundings, and is seen being protected by a special Ninja-type satellite Medabot known as Terakade that is used to punish rule breakers during Robattles.
It should be noted that he is not the only Robattle referee seen in the whole franchise. For example, the referee from Medarot 5 and Medarot G is Kabashira.
In the games[]
On the first four games (including the second game's remake), in Medabots AX, and Medarot S: Unlimited Nova, Mr. Referee only appears as the referee from major tournaments. However, although Mr. Referee is not always seen, his voice actor also provided the voices said in Robattles from most games, such as "Robattle, Fight!" and "function ceased".
He also appeared in Azuma's first Robattle from Medarot DS.
In the anime[]
Mr. Referee is someone who loves Robattles with a passion. This is shown as he is always there when people are starting Robattles. His passion goes so far that even when he doesn't referee a Robattle, he still talks like he does.
He is a honest man who loathes cheating, and anyone doing so will not go away unpunished when Mr. Referee is refereeing a match. This was shown when, during a Robattle between Ikki and the Rubberobo Gang's Seaslug in the episode "Spaceship Superstars", Seaslug kicked Mr. Referee, not caring for the rules. Mr. Referee then commanded a Ninja-type Medabot to shoot a dart at the rule-breaker from space, knocking Seaslug unconscious. His hate for cheating goes so far, that when Giganko, a giant Medabot of the Rubberobo Gang, attacked the city, he did not consider the match valid as Ikki removed its Medal manually, a Medafighter directly interfering with the Medabot of the opponent being considered a foul.
Mr. Referee, at times, tends to cosplay before Robattles. An example of this is one of the Robattles between Ikki Tenryou and Koji Karakuchi at the latter's school. During this Robattle, Mr. Referee appeared as an armored knight, fitting the castle theme of the school.

Mr. Referee only has a cameo appearance in episode 16 (35), and is absent in episodes 23 (15), 37 (24), 38 (25), 48 and 51. He is also absent in Medabots Spirit.
In the manga[]
Like the anime, whenever there is a Robattle, he will rush to the scene to be the referee, sometimes appearing from unexpected places or revealing himself from a disguise, and if someone threatens to harm him, a satellite with a ninja type Medarot will fire tranquilizer darts at the offender. Although he is brave enough to do things like infiltrate the Roborobo Gang headquarters to do his work, he was too afraid when he saw Beast Master's power, claiming that it was not a normal Robattle and running away. He also gets confused on what he should do in situations not described in the rules.

Series writter Hirano hinted that G Gundam may have a connection with him.[1] This suggests that he may have been based on Stalker, an announcer with similar clothes.
Etymology[]
Uruchi (粳) is a crop, such as rice and barley, that is cultivated in a way to be non-glutinous.
